That photo from the 1960s is exactly the Troy I remember from my youth — you couldn’t walk the streets on a Saturday. I can still remember Charlie Niles, with his cigar box, sitting on the steps of the Trojan Tap Room, hoping for a small handout from passersby.
Then they demolished downtown in early 1973 in the hope that a developer would come along and “develop” it. Needless to say, no one came along for six years, just as no one has come along to “develop” the former City Hall location. I remember all those houses along Congress and Ferry Streets and on the other side of the old School 5.
No one tried to stop the madness.
And as I say, Troy is the home of alcoholics, barking dogs, and people who love to watch television.
